Why do Expenses show in the Add to Bill payment if they act as a payment transaction?

Why do Expenses show in the Add to Bill payment if they act as a payment transaction and adding them to make Bill Payment would be duplicating the transaction? Am I missing something?

When creating an expense in QuickBooks Online (QBO), they shouldn't show on the Add to Bill payment option while paying a bill. To ensure that I'm on the same page, may I ask for some more details? For example, it would be helpful if you provide a screenshot on how the expense is recorded.
