Hello - I work for a small I.T. Company that has numerous clients that use Quickbooks, and quite a few of them do payroll. The "problem" is, many of the systems are, "locked-down" from Internet access. When Payroll updates need to be done, we need to remote-in to the systems to open their Internet access, then run the updates, then we lock the systems back down. What I'd like to know is - is anyone aware of any URL's we can whitelist? What we do to lock the Internet is set-up a dummy Proxy, however, we can put sites in the Exceptions for Internet Explorer. I am looking at the possibility of using Wireshark to see if we can determine what we are looking for from it, however, I wanted to check to see if anyone might already have that information? If your computer can connect to the internet outside of QuickBooks Desktop, but you have difficulties updating your payroll or performing tasks, you may need to configure Internet Explorer in your computer. Before performing the troubleshooting steps, make sure you update to the latest version of Internet Explorer, IE 11 if you are using Internet Explorer 10 or versions older.

Thank you for the reply. Unfortunately I'm thinking maybe I didn't describe my issue/question as well as I could/should have? The users have I.E. 11 on their PC's. They are locked-out of Internet access by setting the Proxy to 127.0.0.1 Port-1. However, in I.E., an Exception List can be added that bypasses the Proxy. To do the payroll updates, all we need to do is turn the Proxy off. After the updates are done, we turn the Proxy back on. What we are looking for is the URL(s) that we can add to the Proxy Exception List so that the Payroll updates can be done without the necessity of turning the Proxy off. For example, some of out users have Dropbox. There is a setting in the Dropbox configuration that allows it to not use any [system] proxy settings. In other words, though they still have no Internet [BROWSING] access, they can still use Dropbox. In other words, it would be nice if Quickbooks would have a setting to ignore any proxy, but, if it does, we haven't found it. Hopefully this makes more sense? My apologies for any confusion!

To do their Payroll updates, all we do is turn the Proxy off, then download the updates, then turn the Proxy back on. However, I.E. does allow an Exception List - a list of one or more sites that will bypass the Proxy. What we are looking for, and what I am thinking about using Wireshark for, is the site(s) that would need to be added to the Exception List so our users can update their Quickbooks Payroll without our assistance. Some of our clients have and use Dropbox. Dropbox has a program setting that allows the Proxy to be bypassed. In other words, they are still locked-out if Internet browsing, but they can use Dropbox. It would be nice if Quickbooks had a program setting that would allow a Proxy bypass. If it does, however, we haven't found it. Hopefully this update helps. My apologies for any confusion!

The default browser used by the program is Internet Explorer. There isn't a built-in setting which can bypass the Proxy in QuickBooks Desktop.
If there are issues with updating payroll or in any other add-on features, I generally recommend configuring the Internet Explorer or its security settings. The steps in doing this are already given by my friend @BettyJaneB above.
However, there are a lot of applications or software you can integrate with the program. Based on how you've described Whiteshark and Dropbox, I can see the help they can give to you and all the users to run the payroll updates. We recognize the uniqueness of every businesses, therefore, we don't provide recommendations one which one to use.
I'd recommend contacting both Whiteshark and Dropbox specialists to determine which of them best suits your business needs. They are also the experts in ensuring a set up to allow Proxy bypass in the program.
