Occasionally, third-party applications such as antivirus and anti-spyware programs interfere with the QuickBooks Desktop installation. It may be necessary to install QuickBooks Desktop in Selective Startup since this mode enables you to start Windows with only select items running on your computer.
Since running Windows in Safe Mode deactivates the Windows Installer Service, it is no longer an option for troubleshooting potential third-party installation conflicts for QuickBooks Desktop.

While uninstalling or installing QuickBooks will not affect your company file/s, it is advisable to create a backup before troubleshooting.
Make sure you have your license and product number. While on QuickBooks, press F2 or Ctrl+1 to open the Product Information window to view them.
Ensure that you have a QuickBooks Installation CD. Or a downloaded installer for the QuickBooks version you want to install.
Start your computer in Selective Startup
Here's how to start your computer in Selective Startup.
On your keyboard, press Windows+R to open the Run command.
Type msconfig. Then select OK.
In the General tab, select Selective startup and Load system services.
Go to the Services tab. Then select Hide all Microsoft Services.
Select Disable all.
Unmark the Hide all Microsoft Services checkbox.
Check the list of services and ensure the Windows Installer checkbox is selected. If it is not, mark it. Then select OK.
On the System Configuration window, select Restart.
