Turning off Quickbooks Payments pop-up

I have tried all solutions listed to turn off the Quickbooks Payments pop-up.  I have gone into Preferences and checked the box to Turn off pop-up messages and it still pops up.  I have unchecked the Allow background downloading of service messages under Preferences - Service Connection and it still pops up.  Even after doing the upgrade to 2019 it still pops up.

 

This is extremely annoying and makes me believe that Intuit is doing this on purpose.

 

Has anyone successfully stopped this pop up?

Thanks.  After calling Intuit I found out that I still had an old Merchant Account on their records.  I had to terminate the account to stop the messages.

Well you have done everything I did, and mine is gone, so at this point all I can suggest is In Desktop, back up the file then use the main menu File>Utilities>Rebuild and  run it as many times as necessary (but at least 3 times) until it completes, then run verify (if there are still errors run rebuild again), then close QB and re-open it and see if it helped

I did the same.  Had the merchant account cancelled and disconnected and spent 1 hr 45 min on the phone with TS.  Still have not been able to get the system to stop trying to handle my payments.  Extremely frustrating.
