Just to clarify, are you receiving any type of error message when attempting to make the bill? If so, it would be helpful to know what the error message is.
In the meantime, since it sounds like you've recently upgraded, I'd recommend signing out and back in. This can help to refresh settings and data for an account. You can sign out by selecting the Gear icon and clicking Sign Out.
