Thanks for taking the time posting here in the Community. I'd be pleased to provide the steps in transferring your data from the old computer to the new one.
If you've stored a copy of the company file from your old computer, then you can go ahead upgrade your QuickBooks Desktop and install it to your new computer. Once done, you can restore the backup file that you so it will be automatically updated.

I always backup to a backup source and to a flash drive. But in the 2019 when I try to back up to the flash. It tells me that I can't I need a folder. So I put a folder on the flash and it tells me -
QuickBooks does not have write permissions for this folder. Please choose a different folder.
Also I don't want to have a administrator on the account. I never have. We are a family small business and I'm not worried about protection for the quickbooks. How do I deactivate or is that required for the 2019 version?

Once completed, try opening your company file again and see if the issue is resolved. If not, I'd recommend following the remaining steps from this article: Message: You do not have sufficient permissions to the specified folder
