How to make Hourly Sick Wage, subject to Oregon WBF taxes. Currently QB only takes the Regular hours. When I add the Hourly Sick Pay, QB does adds up as Total Hours, But it does not change the hours for the Oregon WBF tax (both Employee and Company)

This is automatically added by payroll but requires manual entry of the worker's assessment rate for each employee and company rate. You can refer to this article on how to set up Oregon WBF that'll track hours: Set up or change Oregon Worker Benefit Fund (OR WBF).
If you go to the Payroll Item List and open the WBF Assessment, you will see that the Sick Hourly is already included in the items that will increase wages for this tax.

I replicated this on my end and am getting the same result as you when I choose the Sick Hourly Wage payroll item. However, if I select the Regular Hourly item, it'll change the hours for the Oregon WBF tax (both Employee and Company). If your state requires the Sick Hourly Wage to be included as hours worked, I recommend contacting our Payroll Support team so they can escalate this issue.

I Just created New Hourly Sick Pay category, where I first selected as regular pay (instead of just Sick pay) and named it as Hourly sick pay, than created sample pay check. Doing so, the sick hours are now subjected to Oregon WBF. However, this will create problem for accuring the actual sick hours, since I have selected it as Regular Pay & not Sick Pay.
Currently, we're unable to use the Sick Hourly Wage item to automatically accrue in the actual sick hours. You'll have to manually update the sick accrual. But nice job on finding another workaround.
