QB 2017 is outdated since last May. You have to use any supporting QBD versions (i.e 2018-2021) to run the bank feeds. If the upgrade cost to QBD 2021 is too much for you. consider upgrading to QBD 2020 and purchase the license thru a partner/reseller. 

Another option, you may import the Bank data manually.
