Automated tax payment and filing are now mandatory for QuickBooks Workforce. Manual submissions are no longer supported, and the toggle to turn off automated taxes has been permanently removed.
Regarding your concern about payroll being locked, this risk stems from incomplete tax setup. To avoid this, here's how:
Head to All apps, then Payroll.
Select Overview.
In the Payroll Overview screen, scroll down and complete the To Do List items to finish tax setup.
Confirm that all warning flags or incomplete tax tasks are cleared from your dashboard and that there are no active holds on your payroll.
Also, verify that your Employer Identification Number (EIN), deposit frequency, funding bank account, and agency authorizations are current and accurate.

I do NOT like this new update. It is invasive and NOT helpful. QuickBooks does not calculate the taxes properly for the agency payroll and never has for the past 9 years. Also the agency likes to have the freedom to choose when to pay taxes, be it ahead of time or by deadline. Either way, the agency does not need you take money in advance in anticipation for something. Agency funds are agency funds, it is NOT your money to make interest off of. This is NOT acceptable. This is NOT a service asked for or needed, it should be optional.
I agree, this new mandate is NOT helpful in the slightest, it has now become a hinderance and disruption to the business. It should be OPTIONAL, but with all updates, changes, and new features QuickBooks rolls out, they automatically implement them assuing it is something that every customer wants without regard to how it may affect the customer utilizing their services. At least this time they did a better job of putting up ‘Help’ material on their site instead of loading to a page no longer available.
