Has anyone had an employee claim tax exempt through Moroccan treaty of 1767? Moorish Nation?

Even when I google it for any aspects of taxation, the pages I get are full of legal speak, talk to a tax accountant is the best I can suggest.  But from what I do understand, the person has to be a Moor and must be paying tax on his US earnings back in Morocco - but that might not be true either.
