Is there a reason I can't save a new employees W4 information? I've put the same info into the form multiple times and it just won't stick.

The most possible reason why you can't save it is because of a browser error. You'll want to use an incognito window and add it from there. You can also clear the cache since it can also cause issues in QuickBooks Online.
