Why doesn't QBO 1099 Electronic Filing Service file using the IRS Combined Federal/State Filing Program?

The filing of state 1099-MISC varies by payroll service. QuickBooks Online has its own limitations in which the option to file the Federal/State Combined Federal and State Filing Program (1099) is unavailable. 

You'll want to reach out with your state for the filing requirements.
