Can't manually import .qbo bank transactions file
But now I'm trying to update these transactions by importing another .qbo file containing all transactions since the last import. I click "import file" and select the file. Then it asks me to select which account to import into.
The problem is the "Store in the quickbooks account" dropdown is empty. The only option in the dropdown is "new...". There should be an option to select the existing bank of america account which I've already imported transactions into.
Can anyone tell me how to fix this problem?

The original answer was not incorrect, just not the best answer. There is no need to disable the account from online access. Here is the secret way to get these transactions into Quickbooks (on Windows or Mac).
Just be sure you are bringing the downloaded transactions into the correct account. I find this issue usually occurs with credit card downloads - as in credit card accounts that have more than one credit card (eg, one master and several sub accounts) associated with them.
Here we go. First download the QBO and save the file, say, on your desktop. Right click on the file and select Open With, then choose Notepad. (on a Mac use TextEdit). Now, look thru the info listed (starting from the top) and look for <ACCTID>. It will list an account number after this. You will notice that this account # differs from what is in QB. That is what is causing the problem. In QB, from your chart of accounts right click (control+click) on the account in question, select edit account. Copy down the account number listed here. Now, type it in Notepad, after <ACCTID>, replacing what was there. Voila!! Done!. Save the file. It should save as a QBO file. Double click on the file and the transaction will flow into QB seamlessly... Matt (former online tech support for Intuit)

Looked at clanreed's link, and that appears to be solutions which used to work for versions of quickbooks earlier than mine. (I have previously tried some of these, like the one matt listed above, but my account numbers already matched, and anytime I attempted to use a "not enabled" trick, once I re-enabled direct connect it wiped out everything I had done and simply started over downloading the available direct connect transactions with the 90 day limit of my bank, which meant everything I had downloaded before that was gone, setting me back even further.)
Also, when I was on the phone with the customer support person (back in Dec), and he was trying to give me a lengthy walkthrough (for which I did not have time, then he sent me the link which I have not found useful), he had said that I needed to label all of the transactions which had been downloaded, and then the import function would work. It did not.
[edit] Removed an unnecessary part of this message, as I was angry at the time. Just came back from the accountant's office, and it turns out I have been using QB incorrectly, so if I had been entering everything correctly the import function might have worked after getting the downloaded transactions properly entered into the register. Since I have to start over, perhaps I will learn something worth sharing along the way.

Have you asked your card provider or financial institution how they use these codes and which you should be setting up for this connectivity, or searched their support articles?
