I am having the same problem. New server and computers. Fresh QB install. Users cannot open in multiuser mode unless you open the server first in multi user mode. I have added all the firewall rules and when you click Start Scan it says Windows firewall is blocking Quickbooks. When you run the Quickbooks file doctor it says everything is fine.
