WordPress is simple enough that you could  do it yourself, but a beginner in site building would waste a lot of time learning how.  What I do when I need my site (IMNewsWatch.com) worked on is to go to Fiverr. There I find experienced IT people, with high ratings, who will build your site for under $100.  I have had good success with this approach. And the turn-around time is usually a couple of days.

Invest your time in doing what you're good at. Invest your money in hiring speicalists who can do what you are not good at.
