BEFORE clicking the link above for the 2019 QB Certified Exam I must question, WHY is that link going to the UK? 

Also, if Intuit does indeed have the 2019 QB Certified ProAdvisor Exam available for DESKTOP QB, then why doesn't that show up in our current holders of QB Certifications?

Something is definitely wrong and Intuit is truly making it difficult to being a Certified ProAdvisor.  They might want to wake up and start realizing the market share LOST if we Certified ProAdvisors start recommending other vendors.
