The E-mail address is not an available field in QB Payroll setup when you are creating an entirely new payroll account. It s only available in an existing account when adding a new hire. Although from a non user standpoint this may seem like the same thing, it is actually very different.

 
Setting up a payroll account takes a few days to a week depending on the detail level that is required. Considering time tracking should take place for 1 or two weeks prior to running payroll it would seem that these things could be transpiring at the same time. 
 
For Example, I started a new client with the payroll set up process on Tuesday, today is Friday and it is still not complete (pending Intuit review), there is no email field available to enter an e-mail address in the new company set up. He has an employee already working but can not get that employee to enter time in Tsheets because the push from QB to Tsheets is missing the email address to send the invite to the new employee.
