@Rustler, isn’t it then in everyone’s best interest, the payor and the payee, to double-check that everything is correct? Contractors want more work (filling out paperwork is a basic measure of ability), people paying don’t want to get fined.

Why not start the process in program and then send the W-9 afterward to have on file, so set up time isn’t wasted?

I always check paperwork 2-3 times immediately after forms are submitted, for myself and the folks I am responsible for. I’ve done this for every data entry software I’ve ever used. No matter what the system tells me, I look it over. I rely on software’s speed and automation and 99.99999% of the time it does exactly what I want, but I still check so I know, without a doubt, that the data I rely on is correct.
