There’s a possibility that the account used in the items doesn’t have budgets. That could be the reason why they’re not showing on the report. You might want to review your budget and check if these accounts are included. 


If they are but still not showing, I’d recommend contacting the support team for further investigation:

  1. Click Help at the top. 
  2. Select QuickBooks Desktop Help. 
  3. Give a brief description of your issue and click Continue.
