my chartered accountant has one client of Quickbooks USA version he is asking if he can use same email address and mobile number to access a different indian company on Quickbooks online india ?

I am confused with your question. If your accountant is in the US and you are using QBO India version, you may invite them as one of your Company Admin. On QBO Global version, we may assign one Company Admin as Accountant and not billable.
