I am not able to pull up my Pay Bills when I click on it under my Vendors tab, any suggestions?

That means it's open but out of view / pushed off the edge of the visible QuickBooks desktop.

To reset the size and position of the window to the default, first close all windows (pick Window | Close all from the QB Menu), then while holding down the Shift key pick Pay Bills from the Vendors menu.
