Are the roles "expense submitter" and "expense manager" able to use the app?

Both user roles aren't supported to use the QuickBooks Online (QBO) app. The QBO mobile app only supports admin and standard all-access role users. If you need your expense submitter to submit expense claims, they can do so through their mobile browser.

If you're using Android devices, you can use browsers such as Chrome, Firefox, Opera and Safari with private mode off to allow cookies (which are required for QuickBooks Online) for iOS.
