I hope your day is going well so far. @Rustler is correct. There isn't a permission that only allows a user to create purchase orders. However, I can give you a brief rundown of the permissions that are in QuickBooks Online for users.
All access: Can see and do everything with customers, sales, vendors, and purchases.
Limited (customers and sales): Enter estimates, invoices, sales receipts, credit memos, and refunds.
Limited (vendors and purchases): Enter bills from vendors, cash, and credit card purchases.
Limited (customers and sales, plus vendors and purchases): They can't view bank registers and more.
None: Can only submit timesheets.
