Can I send an ACH payment to a vendor?

Yes, you can pay your vendors electronically within QuickBooks, userbryan.

By default, all vendors are set up to be paid via check. If you wish to pay a vendor by bank transfer, payment, or ACH, you can save time in paying your vendors through Online Bill Pay.  If you wish to sign-up for Online Bill Pay, please visit the Online Bill Pay page. You'll need to set it up by either entering the vendor's bank account manually or inviting them.
