Do I need a specific online version of QB to create a budget?

Creating a budget is offered and available in the QBO Plus and Advanced versions, bruce18.

If you're using Simple Start or Essentials, you can follow the steps in this article on how to upgrade your subscription: Upgrade your QuickBooks Online subscription.

Then, follow the steps here to create a budget: Create and import budgets into QuickBooks Online.

If you are using QBO SS or Essentials, you may consider using a 3rd party app (e.g project maangement app) to have a budget feature (including other features as well) and integrate it with your QBO.
