I'm looking for the best QB option for multiple businesses. We have 3 seperate businesses with different tax codes. Do we need to have 3 different QB accounts, or can we have one account with 3 profiles?

Yes you have to open three QBO accounts for your needs. You may consider to utilize the 3rd party consolidating app later.
Another option, consider using QB Desktop instead. You may have unlimited company file. You may also consider deploying a private cloud to access your data file by internet connection.
Could you clarify what you mean by 'different tax codes'? In QuickBooks Online, companies can either be configured to Simpler GST or Full GST reporting. Custom tax codes are not supported.
