Sorry to hear that this is the case. It sounds like perhaps there may be a browser issue occurring that is interfering with the final stage of the connection set up.
QuickBooks Online uses browser cache and cookies to run faster. But sometimes these can also block web pages from loading. I would encourage you to use this guide by clicking here. With PayPal at times, it can help to also have their website open and signed in at the same time you are setting up the bank feed.
