I tried to replicate this on my end. I approved time from Tsheets and export it to QuickBooks Online. When I run the payroll, it automatically shows the total approved time.
When you run the payroll, let's make sure to select the correct pay period. Choose the pay period that includes when the employee time is recorded.
This is the most possible reason why the approved time doesn't show when running payroll. You can use this article to know more about payroll schedules in online payroll.

We are using approve time function in QBO where the tsheets hours already show (they have automatically been exported to QBO) it is when we approve time in QBO “approve time” feature that the hours do not carry over to the payroll function. We have the correct pay period selected
