QuickBooks Online payroll is a great program that gives you the ability to pay your employees and track your remittances. I'd be glad to point you in the right direction regarding insufficient funds for payroll.
If the bank doesn't accept all your payments or there is an insufficient funds, QuickBooks still pays your employees. However, your payroll service will be temporarily suspended (on NSF hold) until we are able to debit your account. You will receive an email with instruction regarding the suspension.

Hi there, my QuickBooks Online account try to debit my account for a salary, but there was not enough money in the account and so it was an NSF. I am hoping that QuickBooks will red debit this payment as I need to have my account unblocked. Please let me know how I can have this done as soon as possible as we need to pay taxes and other related things in the account. Thank you.
Hi there, Alex. When a payroll payment is returned due to Non-Sufficient Funds (NSF), QuickBooks places a temporary hold on your account to prevent further failed transactions. Please note that QuickBooks does not always automatically attempt to re-debit the payment.
