How to prepare Relevé-1 slips and summary

Relevé-1 slips are used to report all the income you paid to your Québec employees over the previous calendar year to Revenu Québec. You will need to prepare them and submit them to Revenu Québec​.



Review your employee information

Before you prepare the Relevé-1 (RL-1) slip, you will need to verify:

  • Employee data
  • Employee benefit information
  • Payroll deductions
  1. Navigate to Payroll and select Employees (Take me there).
  2. Select an employee.
  3. Select Edit ✏ to add or edit the information.
  4. Select Done.


Prepare Relevé-1 slips and year-end forms

Next, you will need to prepare a RL-1 slip to give to every employee:

  1. Navigate to Taxes and select Payroll tax (Take me there).
  2. Select the Filings tab.
  3. Select Review for RL-1 Summary under Action needed to make sure the aggregated amounts are correct. Select Next to continue to RL-1 Employer slips
    Note: This section opens on January 1, when RL-1 filings are due.
  4. Under RL-1 Employer Slips, select Preview to make sure the amounts are correct. Select Next to continue to RL-1 Employee Slips.
  5. Under RL-1 Employee Slips, select Preview to save or print the employee copy of the T4 slips to send to employees. Select Record filing to continue to the next step.
  6. Under Send to Workforce, select the employees that you would like to send the RL-1s to through Workforce and click Submit.
  7. Click Done to finish.
Note: For employees who work in Québec, you'll need to prepare both RL-1 slips and T4 slips.


Send Relevé-1 slips to your employees using Workforce

Invite your employee to Workforce:

  1. Navigate to Employees, then select Employees (Take me there).
  2. Select Invite employees to Workforce.
  3. Select the employee you want to invite.
  4. Select Send invite. Your employee will receive an invitation by email.

Once your employee accepts the invitation and logs into Workforce, they are ready to receive their RL-1 slip.

If you didn't send the RL-1 slips to your employees while preparing the RL-1s and year-end forms, or need to resend the RL-1 slips, follow the steps below:

  1. Navigate to Taxes, then select Payroll tax (Take me there).
  2. Select Filings, then scroll down to the Done section.
  3. Select Send in the RL-1 Employee slips box.
  4. Select the employees that you would like to send the RL-1s to through Workforce and select Submit.

Note: RL-1 slips cannot be sent to employees before January 1st.



Submit your Relevé-1 to Revenu Québec​

Finally, you will need to submit your RL-1 summary to Revenu Québec​:

  1. Get your RL-1 summary form from the Revenu Québec website.
  2. Navigate to Taxes, then select Payroll tax (Take me there).
  3. Select the Filings tab.
  4. Select Review in the RL-1 summary box.
  5. Select Preview to open the summary in Adobe Acrobat.
  6. Use this information to help you complete your RL-1 summary. When you are done, close the Adobe Acrobat window.
  7. Submit your completed RL-1 slips and RL-1 summary to Revenu Québec by the last day in February.

Note: Revenu Quebec has updated their electronic filing requirements. Anyone filing 6 or more slips of the same type must do so electronically on the Revenu Quebec website. To file your RL-1s, ‌visit the Revenu Québec website to see your available options for submitting information slips.



Close of Business filing

When closing a business, you are required to file your RL-1 forms within 30 days of closing the business. The section COMING UP shows an accruing year where you can preview and print PDF forms for paper filing. Follow the steps below to get the RL-1 documents required for your Close Of Business filings.

  1. Select Taxes, then select Payroll tax (Take me there).
  2. Select the Filings tab, then navigate to to the Coming up section.
  3. Select Preview to view and print out the RL-1 Summary, RL-1 Employer and RL-1 Employee slips.
  4. Paper file the required forms.
