You should be able to see the Tags feature under the Gear icon in the All Lists section if you've previously created tags, Seven7constructioninc. However, please note that this feature has been discontinued in QuickBooks Online (QBO) for new users and those who haven't used it previously.
If you've used tags before, you can still access them for historical purposes. To do so, go to the Gear icon in the top-right corner, and under Lists, select All Lists to find the Tags feature. From there, you can view your existing tagged transactions and continue to run reports.
If you don't see the Tags feature, it's because you're either a new user or haven't used it before.
