Payroll Preference Not Saved Session to Session

We purchased Desktop 2021 for our small non-profit.  For reasons I won't go into here, we purchased a version with the Payroll module even though we have no employees.  I went to Edit - Preferences - Payroll & Employees and selected "No payroll" to turn the module off, but Quickbooks is not retaining this choice.  Every time I start a new session, the setting has reverted to "Full payroll".  How do I get the "No payroll" preference to stick?

Thank you.  I will investigate.  Unfortunately, our license is unsupported as we purchased through Tech Soup so if this is considered "support", presumably I won't be able to access it.
