This has happened in the past, but it corrected itself within a week. It has now been several weeks and only the top line of the bank transaction appears. This is essentially useless because the second line is what distinguishes the line item. It also prevents the majority of my rules from working. For example: 3 lines stating "Business PAD" means nothing to me without the second line indicating that the PAD was for insurance, phone bill etc. Any help would be greatly appreciated
Hi, BethanyS. I understand how frustrating it is when these details are cut off. This behavior in QuickBooks Online is related to the interface's display limitations. When descriptions are lengthy, the page may only show a partial view to accommodate other columns within the available screen space.
However, there are a few ways to view the complete description:

Hi Michaela,
Thanks for the suggestions. I really wish they worked!
Unfortunately, even when I click all the way into the transaction the memo line only contains the first half of what appears on the bank account. Where it used to show "Business PADinsurance," for example, it only shows "Business PAD" or "Accounts PayableCanadaHelps" only says "Accounts Payable."
This makes any rule I have created, or try to create, ineffective because all of the transactions say the same "Business PAD"
The full information is still on the bank statement. It just no longer gets pulled into QBO
Thank you for providing those details, Bethany. I'd like to ask if you are using a third-party app to integrate your transactions into QuickBooks?
If so, I suggest checking the transaction details within that app before they are imported. It’s possible the description is being shortened there.
QuickBooks can only show what the bank or the app sends over. If the data is already cut off before it hits your feed, QuickBooks doesn't have a way to fill in the blanks or show the rest of that description.
