Do all of the expenses, tied to an account merge to the newly merged account? In other words, when you merge two accounts, do the items tied to each account also merge?

There are times that the browser is full of frequently-accessed page resources, thus causing some errors or unusual responses. To check, please sign in to your account using another supported browser and try if you can merge the accounts successfully.
If you get the same result, sign into your company using a private browsing window to combine the accounts. Please refer to these steps based on which browser you're using:
If you're able to merge them, then the cache was probably the issue. You may need to clear your cache in a regular browser to fix this.

I know this is an old question. But it's 10/9/2020 and I needed an answer and was getting the same thing-"error message". But I found if you go to "chart of accounts" and while there, to the left of your accounts you will see a "view register" with a drop down arrow. If you click on the arrow an choose "edit" of the one you don't want to keep and name it exactly like the one you want to keep, you will then get the "do you want to merge them?"; simply click yes and your problem is solved.
