Hello there, Matt. QuickBooks Online (QBO) won't automatically download bank transactions during an inactive period.

When a subscription is inactive, the connection between QuickBooks and your bank is stationary. By the time a bank connection is established or reconnected, the system can only go back up to 90 days, but some banks offer up to 24 months' worth of bank transactions.

To fill in that year-long gap, download the missing transactions directly from your bank's website. Once done, prepare your bank data and then manually upload it into QuickBooks via a CSV file.

@matt279

You can use csv2qbo converter tool as a workaround. It's a $60 one time license.
