You mentioned that you're unable to download the app on your laptop due to access issues. Did you try downloading it from your QuickBooks website account through the Gear icon? If so, did you encounter any prompts or error messages?
Note that this feature is only available with the QuickBooks Online Advanced subscription. If you're using this version and still can't download the app, I recommend checking your firewall settings to ensure they aren't blocking the software from connecting to the internet or other network resources.
