Thanks for all your help with this issue, i managed to solve it, below are the steps i took incase anyone else has issues.
1. Sign out of MTD in quick books
2. Don't sign in back yet, first sign into your business gateway and complete verification
3. Now sign back into MTD in quickbooks

In the meantime, we can perform some troubleshooting steps to determine if this problem is caused by a corrupted cache on your browser. Let's begin with accessing your QBO account using incognito. Private modes do not store cache files and will give you a clean slate to prevent errors when running websites.
Here are the shortcut keys you can use:
Once signed in, connect to HRMC again. If this works, go back to your regular browser and clear the cache. This will eliminate old and damaged files and will enhance your system's background processes. If the same thing happens, you can also use another supported browser as an alternative.
However, if you're still unable to connect, I recommend reaching out to HRMC to verify if there are any maintenance issues on their end. They can also provide a different way to help you connect to them.

I have attempted the steps you outlined in the below email with no luck, please see the attached picture.
As can be seen in the image the enable tick is present although i cant connect with them, i have attempted re connecting multiple times.
This problem has been apparent for a couple of weeks now, HMRC do not provide an email address for contact on the subject.
