Contracted hours are the amount of time you agree to work as stipulated in the employment contract. Hence, whatever times you're required as agreed within the company should be entered in the designated section. You mentioned that there's an auto-populated hour of 0.04. Thus, we can change it to the total hours you're contracted to work.
However, if you're referring to the hours shown upon running payroll, we can check your tax information to where we can set the director calculation method.
Also, consider checking your pay type setup as hours populated depend on the employee's setup in the contracted hours and the rate per hour depending on the chosen pay type.
