Since you already cleared your cache/cookies and the issue persists, try using other supported browsers such as the following:
Safari 11 or newer (Mac only).
If the same thing happens, I highly suggest contacting our Phone Support team. They have tools such as screen-sharing (remote access) that can pull up your account in a secure environment and the check why you can't file your VAT return. They can also perform other troubleshooting steps if needed.
Have you tried using another browser? It could be that the one you're currently using has a temporary issue with QuickBooks. You may use any of the browsers listed by my colleague. Then, once signed in to your QuickBooks Online account, go to the Help menu and click Contact us to connect with a live agent.
To guide you in recording the payment against a specific VAT period, please see our Recording VAT payment page. This also includes a short video as reference on how to record the payment.
Let me know how it goes and leave a reply below if you have further concerns about submitting your VAT. I'm always right here to help, @kgar. Take care always.
