If your subscription is QuickBooks Online (QBO) Simple Start, importing and creating a bill transaction isn't available. You'll need to upgrade to a higher version.
You can click Choose plan for the subscription that can add bills whenever you're prompted to the Upgrade page. Or click this link to route you to the plans and pricing with their respective product descriptions: https://quickbooks.intuit.com/uk/pricing/
If you prefer not to upgrade, you can manually add your previous expenses by clicking the + Create icon and selecting the Expense tab.
