If it's just the odd one or two self-bills then it will be quicker to simply replicate as an Invoice in QBO.
Attach a copy of the self-bill to the Invoice so you can go back to the self-bill if necessary.
The Import facility in QBO is not suitable for this (unless the customer supplies the self-bill in csv/xsl format & it can be easily mapped to the format QBO expects).

I just got here the steps to ensure you'll be able to upload your customer's self-billing arrangement in QuickBooks Online (QBO).
In QBO, you can easily import sales invoices via the Import Data feature. I'd be happy to guide you how:

In case you want to modify and personalise your invoice form in QBO, you can easily customise the template you use. With this, you'll be allowed to add and remove information you need and don't need.
