Welcome to the Online Community. To determine the root cause, let’s perform the basic troubleshooting steps.
First, let the second admin login to the company file and then go to the Dashboard to check if the Privacy option is not turn on.
If it’s activated, toggle the slider to turn it off.
However, if the Privacy setting is deactivated, access the company using the InPrivate or incognito mode. This process doesn't use the existing cache data files to load a webpage, which can cause unexpected behavior in QBO.
Here are the shortcut keys for each browser:
Press Ctrl+Shift+N for Google Chrome.
Press Ctrl+Shift+P for Firefox and Internet Explorer.
Press Command+Shift+N for Safari.
If the second admin can see the Dashboard, switch back to your normal browser to clear its cache. This will boost the overall performance of the application.
Aside from that, check the Manage Users page to check if the employee’s User Type is set to Admin. If it’s not, I suggest following the recommended steps in this article and click the Change what a user can do and see (user type) link: Add, delete, or change user access.
