Can I change transfer my current QB online license from my accountant to my business? I am changing accountants and the license is currently hers.

To answer your questions, yes. Once your accountant has a Wholesale Billing account, they have access to add your existing company to their subscription. 

You can provide these steps to your accountant on how to move eligible clients' subscriptions into Wholesale Billing subscription: 

1. Select the Gear icon on the Toolbar.
2. Under Your Company, select Your Account.
3. From Your Accountant page, select Move clients to wholesale.
4. On the Move clients to wholesale billing screen, place a check-mark (✔) next to each client you wish to move.
5. Select Next.
6. Review to ensure selected clients are correct, then select Move Clients.
7. You will see a screen that lists all clients who were correctly migrated and any clients whose migration failed.

If the client is already a wholesale client of another accountant, can the new accountant follow these steps to transfer the client from the other accountant to the new accountant?

What do you mean with "change"? You will pay the regular rate when upgrade/downgrade your plan.
