Can you be a little more specific? Are you wanting to downgrade your current QBO plan? Are you in the US? What are you on now, and what do you want to downgrade to? What does "refund' mean?
If you are a QuickBooks Online Essentials, Plus, or Advanced version user, you are eligible to downgrade your subscription provided that you do not have any blockers. Blockers prevent you from downgrading your subscription.
