I'd like to verify if you got the same error after verifying if the account used, and the customer/s are active? If not, we can perform a few browser troubleshooting steps to fix this. Stored data in your browser's cache might be the cause of this error.
Here's how:
In addition, if you have a lot of unbilled expenses, and you want to remove them, just go to your Dashboard. On the top of your screen where the URL is, remove "homepage", and put this in your URL after "/app/" managebillableexpense. So your URL will say: c__.qbo.intuit.com/app/managebillableexpense.

I followed your instructions by replacing homepage with manageunbilledexpenses which took me to the Hide bill expenses page. I then entered the date of 10/1/2019. Unfortunately it did not close out the unbilled expenses. Any idea why?

I did just what you suggested but nothing changed after I entered the date and saved. When I try to remove them manually, which will take some time, as I have several years worth. I get an error message saying the following.
"You can't create or modify a transaction with a date that comes before you started tracking quantity on hand for the following: "item name in this spot"

Allow me to chime in and help provide some additional information about the error you're getting when closing out the unbilled expenses.
The reason why you're getting this error is once the expense billable transaction is created earlier than the starting date of the product and service.
What you need to do is open the product and service item on the billable expense transaction you've used, then adjust the starting value.
Here's how:
Once done, you can now continue manually closing the unbilled expenses.

I followed steps 1-4 and then I get the following message.
You can't adjust the item's starting value because it doesn't have a staring value transaction associated with it.

If it worked, this means a browser issue. Go back to the main browser, you’ll need to clear your browser’s cache to help you offload some data from your browser.

cleared browsers cache. still does not allow me to change the as of date.... which i need to do in order to delete a unbilled expense that carried over when I converted to qb online
