For now, the language settings is only available in the international versions of QuickBooks Online. You might be using a US version of the program, which is why you can't see this option.
It's currently offered in regions that uses these languages:

I want to make sure you're getting the right support in verifying the version of your QuickBooks subscription.
Since the Community page is a public forum, there would be a need for us to check your account's subscription information via a secured environment. I'd recommend reaching out to our Customer Care Team. An agent will be able to look up your account and provide the version of your QuickBooks Online account.

On the other hand, you'll have to cancel your existing subscription if you wish to change the version of your QuickBooks Online account. Currently, there's no direct way to transfer your data, you'll have to download it and manually record it to the new account.

I have some questions on this, too. How is pricing done on the international versions? Are the versions the same (Essentials, Plus, etc) with the same functionality? Do those clients show up in our QBOAccountant profile to serve them like our "English" QuickBooks clients?

The pricing depends on your country. Available features are largely the same with the US based on the type of subscription. Though, accounting terms might be a little different to some countries or region.
Also, adding clients to QBOA are region or country-specific. This means you can only add clients that are on the same region. You can go to this link for more and select the country to see the pricing details: https://community.intuit.com/articles/1779575-international-versions.

JenoP, Thanks for the prompt reply. I'll keep picking your brain, if you don't mind. I'm actually interested in serving clients that work in the US, but who feel more comfortable conversing in their native language. So, say a person's first language is Spanish but they live in Nebraska and have, say, a web design company. Is there a US-based Spanish version of QuickBooks what would have all the menus and functionality written in Spanish (clientes instead of customers)? I am not wanting to serve international (to me, in the US) customers, but just customers who are from another country living in the US. Does that make sense?

Your clients can add you as another user to their QBO account. That way, you'll be able to access their account using the QBOA version you have.
Here're the steps:
QuickBooks will send an email with the link to accept the invitation. Click on the link and you'll be routed to a page where you need to enter your login credentials to sign in. Once done, this account will be added to your client's list.

If your clients can't see you in our find-an-accountant search tool, let them add you as another user to their account. Please follow the steps I've provided above.
Also, we don't recommend entering any random US addresses. If you don't have one, please leave it blank.
