Welcome to the Community, Megangeidel92. You'll need to have an active QuickBooks Online (QBO) subscription in order for you to get a Payroll subscription.
Since you canceled your account through Apple, you'll have to resubscribe directly with Intuit to add the Payroll subscription to your account.
