Issues like this happen when there are too much cache and temporary files stored on the browser. This can cause unexpected behaviors, such as buttons or menus not working.
To check is this a cache related-issue, log in to your QBO company using the InPrivate or incognito mode. Here are the shortcut keys for each browser:
