Hi Stacy, you need to talk to your accountant to process the transfer of the master admin role. Not having the option to remove them means they are the master admin of the account, or your subscription is billed through their account.
Your accountant needed to contact our QuickBooks Online Accountant live expert to transfer the role. Once this process is through, you will be able to remove them on your end.
