There are a couple things that you need to check to make sure that you're able to migrate your file.
First, make sure that you're log in to your account using an Internet Explorer browser. The option to export your file over to the Desktop version is only available in a computer running Windows 7 Internet Explorer 11 (32-Bit), or earlier.
Second, you also need to make sure that you're logged in as a Windows admin. Then, run Internet Explorer as an admin even if you're already logged in as a Windows admin. Here's how to do it:
